Yes. Non-resident Pakistanis can hold shares in a Pakistani company and can be directors, and registration is completed online through SECP. Most diaspora investment happens either directly into a private limited company or through a fund vehicle; the practical constraints are usually banking and repatriation, not eligibility.
Fintech has taken the largest share of Pakistani startup funding for several years, driven by the size of the unbanked population, followed by e-commerce and logistics. Enterprise software and health tech are smaller but growing.
